## What this page is

NHBR is a resident-funded neighbourhood safety service. We are a private company, not a police service, and we have no policing powers. This page sets out what information we collect, what we do with it, how long we keep it, and what you can ask us to do about it.

## What we collect

**About your household, because you gave it to us:** your name, address, email, phone number, and billing details. If you complete a property profile: emergency contacts, vehicle details / plates, alarm company, exterior cameras, pets, service providers, areas you want us to pay attention to, and how you want us to respond to specific situations.

 

**From patrols, because that is the service:** a record of each time an officer attends your property — the time, the checks completed, and any notes. Where an officer flags something, a photograph of the specific thing flagged.

 

**From neighbourhood entry cameras (where your neighbourhood has them):** licence plate reads and associated timestamps at neighbourhood entry points. See *Neighbourhood cameras* below.

 

**We do not collect** anything from inside your home. Officers do not enter your property beyond the areas you have asked us to check, and they do not record audio.

## How we use it

We use household and property-profile information to deliver and support your membership — patrol, neighbourhood cameras where applicable, and member communications.

We use your email (and phone where you gave it) for transactional service messages about your membership — including billing, failed-payment retries, suspension, and cancellation for non-payment. These are not marketing messages.

Member communications may include email and a neighbourhood group channel (for example WhatsApp or an equivalent). Access to member-only channels and vehicle whitelist privileges depends on an active (non-suspended) membership.

Payment method is collected at signup and processed by our payment processor. We do not store full card numbers on NHBR systems; the processor holds the tokens needed to charge the method on file. Card tokens are kept while your membership is active. After membership ends, we detach the token within 90 days (or sooner if you ask us to and there is no open dispute), unless the payment network or processor requires a longer hold. Decline and failed-payment records (including decline and reason codes) are kept for 6 years from the end of the relevant tax year, then deleted or anonymised, to meet CRA and accounting obligations.

## Photographs (patrol)

Our officers photograph a condition, not a person. If your garage door is open, the photograph is of the garage door. If a parcel has been left on your step, the photograph is of the parcel.

 

Photographs are taken so the report we send you is verifiable rather than a claim. You can see what we saw.

 

**We do not use facial recognition of any kind.** We do not attempt to identify people in photographs, and we do not maintain any database of individuals.

 

Photographs of your property appear in your report and are visible to you, to the officers patrolling your route, and to NHBR operations staff. They are not published, sold, or shared with other members.

## Neighbourhood cameras (ALPR)

Where a neighbourhood program includes automatic licence plate recognition (ALPR) cameras — first at Governors Bridge:

 

- **NHBR owns and operates the system directly.** There is no third-party ALPR vendor standing between your data and us. Hardware is off-the-shelf; the database is ours, built and hosted in Canada. (Flock and Vuma are not part of this stack.)
- **Public roadway only.** Cameras face the street, not private property interiors or yards.
- **No facial recognition.** The system reads plates, not people. It does not identify individuals.
- **Overt, not covert.** Signage at camera locations declares the system is there.
- **Human in the loop.** Unfamiliar plates are logged; there is no automatic siren because a guest car is not on the list. Operators review before patrol is directed where appropriate. We never auto-dispatch police from cameras.

### What happens with a plate

1. A car passes an entry point → the plate is read and logged with a timestamp.
2. If the plate belongs to a registered resident vehicle (from your property profile), nothing happens beyond the log entry.
3. If the plate is not recognised, it is logged as unfamiliar. No alert is raised on its own.
4. Guests, contractors, and service providers can be added to a property profile so their vehicles read as expected.

### Camera retention

**30 days.** After 30 days, a plate read that was not attached to a reported incident is deleted. If a read is part of something you reported to us, we keep it as long as that incident record is open, same as any other patrol record.

 

*We may update this retention period later; material changes will be announced to members, not made silently.*

## How long we keep things (membership & patrol)

If you cancel, we delete what we no longer need. If you ask us to delete your record entirely, we will, subject to anything we are required to keep for tax or legal reasons — and we will tell you what that is.

## Who can see your information

- **Officers patrolling your route** see your address, property profile, special instructions and gate codes, and emergency contacts. They need these to do the job.
- **Officers do not see** your billing details, subscription status, or anything about any other route.
- **NHBR operations staff** can see your record to support you.
- **Service providers who process data for us (payment processor, email, messaging tools) may handle personal information only to provide those services under contract with us. We do not sell, rent, or trade your information, and we do not use it to build a product for anyone but you.**
- Every touch of a plate record or member record by our staff or systems is logged — who, when, why.

## We do not sell your information

We do not sell, rent, or trade your personal information. We do not use it to advertise anything to you other than your own service. We have no advertising business.

## When we would share information with police

**Only on a warrant, production order, or equivalent legal compulsion — or when you ask us to.**

 

If you report a break-in and want us to give police the photographs or camera log from that event, we will, gladly. That is your call.

 

What we will not do is hand over patrol records, photographs, or camera logs informally because someone asked without a court behind it. We will also tell you when a compelled request happens, unless we are legally prohibited from doing so.

## Your rights

Canadian privacy law gives you the right to ask us:

 

- **what we hold about you** — we will tell you, in a readable form, free, within 30 days
- **to correct it** if it is wrong
- **to delete it**, subject to the exceptions above
- **to withdraw consent** for anything that is not essential to delivering the service

 

Write to the address below. You do not need a reason and you do not need a lawyer.

 

If you are not satisfied, you can complain to the **Office of the Privacy Commissioner of Canada** — priv.gc.ca, 1-800-282-1376. We would rather you came to us first, but that route is yours.
